abstract = "Este trabalho de tese de doutorado apresenta uma nova metodologia
de modelagem e simula{\c{c}}{\~a}o de sistemas complexos e
din{\^a}micos, que pode ser utilizada para auxiliar no processo
de gest{\~a}o de recursos e tomada de decis{\~a}o. A nova
metodologia foi nominada como Metodologia STH/SD e utiliza a
Teoria Stakeholder (T. STH) e a Metodologia System Dynamics (M.
SD) como elementos seminais para constru{\c{c}}{\~a}o de sua
estrutura b{\'a}sica. A Metodologia STH/SD {\'e} apresentada por
meio de Workflows e Frameworks, que combinam a T. STH e a M. SD
para produzir modelos enxutos que capturam, do sistema em
an{\'a}lise, seus STHs mais relevantes, sua rede de
intera{\c{c}}{\~o}es e a din{\^a}mica de seu funcionamento. A
Metodologia STH/SD permite explicitar as principais atividades de
cada STH, envolvido no sistema, e sugere que tais atividades sejam
organizadas e traduzidas em elementos da modelagem din{\^a}mica e
sejam representadas por uma rede de STHs, com uma arquitetura
t{\'{\i}}pica da M. SD (os diagramas de fluxos e estoques). Por
meio da simula{\c{c}}{\~a}o dos modelos pode-se conhecer a
din{\^a}mica do comportamento dos STHs e consequentemente do
sistema, pode-se estudar potenciais cen{\'a}rios de
atua{\c{c}}{\~a}o para o sistema e sua sensibilidade {\`a}s
potenciais mudan{\c{c}}as/dist{\'u}rbios em seus elementos. Para
explicar a utilidade da metodologia, ela foi aplicada a um estudo
de caso onde a estrutura de STHs do PEB (Programa Espacial
Brasileiro) foi modelada e poss{\'{\i}}veis cen{\'a}rios
futuros para o programa foram simulados. ABSTRACT: This thesis
presents a new methodology for modeling and simulation of complex
and dynamic systems that can be used as an aid in the process of
resource management and decision making. The new methodology was
named STH/SD Methodology and uses the Stakeholders Theory (STH T.)
and the System Dynamics Methodology (SD M.) as seminal elements
for the construction of its basic structure. The STH/SD
Methodology is presented through Workflows and Frameworks, which
combine the STH T. and SD M. to produce lean models that capture,
from the system under analysis, its most relevant STHs, its
network of interactions and the dynamics of its behaviour. The
STH/SD Methodology allows to explain the main activities of each
STH involved in the system, and suggests that such activities be
organized and translated into elements of dynamic modeling and
represented by a STHs network, with a typical architecture of SD
M. (the stocks and flows diagrams). Through the simulation of the
models it is possible to know the dynamics of the behavior of the
STHs and consequently of the system, it is possible to study
potential scenarios of performance for the system and its
sensitivity to the potential changes/disturbances in its elements.
To explain the usefulness of the methodology, it was applied to a
case study where the structure of STHs of the Brazilian Space
Program was modeled and possible future scenarios for the program
were simulated.",
